The new speakers on top of the blue phones near the Yale Law School, Commons, Silliman and Timothy Dwight colleges and the Becton Center all started broadcasting a test alert message about 1 p.m. this afternoon. A Yale Police Department dispatcher, who at first did not know what was going on, later said the alert was a test by the fire marshal. "They overlooked telling anybody," the dispatcher said. The speakers were installed over the summer to alert the University community of an emergency.
