Expansion would not increase recruits, Levin says
Even if two new residential colleges increase the number of freshmen filing through Phelps Gate each August, the number making the early-morning trek to Payne Whitney Gymnasium will probably remain the same.

Yale does not have an active "Affirmative Action" program in its admissions office or in its policies, hence his "omission".
What exactly are "special constituencies"? We know from President Levin that this apparently includes athletes and legacies, but how about beneficiaries of affirmative action (conveniently left out of Levin's comments)? Levin should make it clear that affirmative action admits would be treated like athletes or legacies -- i.e., either members of all three groups can be included among the extra 200 students to be admitted after the expansion, or none of the three groups will be admitted.
